Bakterion (1982)

Plot: In the quiet English town of Newton, a secret laboratory accident at a pharmaceutical company releases a lethal, experimental virus. The lead scientist, Professor Adams, is contaminated and undergoes a gruesome mutation, transforming into a blood-drinking, "melting" monster. As he stalks the town—targeting horny teenagers and unsuspecting locals—the government prepares "Plan Q," a desperate military strike to nuke the entire village to contain the outbreak. Police Captain Kirk (no relation to the Star Trek character) and a female scientist race against the clock to find the mutated doctor and prove he isn't contagious before the town is wiped off the map.
